Friends,
The "Penguin Revolution" last year resulted in the entire country debated about education our country. The authorities, realizing such a scenario, coordinated a series of policy actions in any way be a solution to the students' demands. Thus is created the Presidential Advisory Council on Education, questioned agency due to the high number of members (81), but which, however, at the end of 2006 gave a final report was based on education proposals that make up the bill sent to Congress by the Executive (LGE) . This project brings major reforms in pre-primary education, primary and secondary, some issues to be discussed are: In order to gain the education, greater scrutiny to holders by the state and school ban on discrimination in the selection of their students Students, etc.
However, the report of the Advisory Council fails to discuss issues of Higher Education, therefore, proposed to the President of Creation Presidential Advisory Council on Higher Education, which was called a little over a month and participates in the Federation on behalf of CONFECH.
up this Council 27 representatives, academics, rectors of public and private universities, educationists, students and others.
Our university, for the first time in 13 years, is represented in a real discussion of education policy at the national level, and as president I think that rather than a duty to the spokesperson, we have the responsibility to carry out a good paper in which to submit actual proposals to reform the higher education system. This leads me to write this statement.
Today more than ever we are able to change the direction of higher education unequal, discriminatory and largely unregulated. Today more than ever we can change what we criticize our UTEM. Here are some data. Our University is a public entity that receives less state resources (¿?): direct consequence, self-financing (creation of special plans, sprints, etc.). Then we wonder why the UTEM to be a state university receives less financial support the Pontifical UC, which is private. The small state contribution, "restricts the research, extension and teaching must develop the UTEM?, What is the role of State Public Universities? Are some questions that will be achieved in that Council respond. Added to these problems
has formed a working agenda that will explore the following areas: Quality (Is today the Law of the quality assurance instrument for measuring real? Is the ANC, former CNAP, who should measure quality? ) Democratization (LOCE Is the best law to regulate the institutions?, "All higher education institutions should have student organization and association?, Do triestamentalidad is valid?, is it necessary to create an academic career regulations and present a regulatory framework input and output of academic awards?, etc.) Access (Who is authorized to establish a Centre for Higher Education?, "There are few requirements imposed by the State to create a university?, who controls the creation of racing, the market or the students?," PSU is the best measurement tool to enter the University?, etc.) and Finance ("Private Universities should receive state funding?, Should I delete the AFI?, etc.). These are some questions to answer the Council.
As already described, takes relevant real opinion that statements such as UTEM, the power to contribute to the improvement of higher education is an opportunity not every day has, so we need to generate a solid opinion on the issue.
I invite friends to imagine their ideal university to help make better UTEM. I invite you to share and discuss proposals put forward their concerns and proposals to their leaders (CCEE), to discuss with them.
is everyone's responsibility.
to represent well the UTEM students in the Council, we need everyone to think, reason and develop.
Sincerely, Claudio Muñoz Asenjo
