The Wikipedia is for many an open project, while offering no "a priori" editing restrictions. But it is equally true that its internal (its status as "open") is held as unquestionable, paradoxically.
Ideally, we were all commentators input to propose amendments to any article that we seem inaccurate or incomplete. Proposed in a separate document, such as the current discussion tab, and submit a vote among all of the industry Encyclopedists know.
Where do the Encyclopedists? The Wikipedia should have a small team of educated people in all sciences and knowledge, but not pass two dozen. They would be responsible for first review the work of aspiring Wikipedians on various topics . And from the evaluation of them, if required to raise the bar, would be assigned one or more categories of knowledge in which to submit items. Of course, the group of reviewers would increase, being composed of the most active Encyclopedists and solvents.
As for the continuous creation, although certain item already exists, one may propose when he pleases added or restructuring the Encyclopedists active community of that discipline, which would review and approve improvements to certain quorum of votes. The corrections could only be done with the same number of votes that approved the article, or more, but never less. This would ensure stewardship.
